There doesn't seem to be any rhyme or reason to unlock new pets, so we can't really help you make it happen. What we do know is that this happens a lot during the game, so we can only assume that the more activities your pet does, the faster you unlock potential new pets.

Why is this important? More pets mean you can do more activities at the same time, which means you can earn more rewards faster.
