The Cloud is a jetpack that can be accessed from the heliport and will bring you joy you've never experienced in Lego City undercover. It's relatively easy to fly from one place to another.

You can unlock it in a story segment called "Special Mission 14: Breaking and Entering." There will be a chair in a small room near the playground, which will be broken to allow you to sit in this form of transport.
